ประชาธิปไตยในกระบวนการปรึกษาหารือของสภาองค์กรชุมชนในพื้นที่ภาคใต้ตอนล่าง

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์การวิจัยเพื่อ (1) ศึกษารูปแบบของกระบวนการปรึกษาหารือของสภาองค์กรชุมชนในพื้นที่ภาคใต้ตอนล่างที่มีศักยภาพในการขับเคลื่อนประเด็นปัญหาและการพัฒนาด้านต่าง ๆ และ (2) ศึกษาคุณลักษณะประชาธิปไตยในกระบวนการปรึกษาหารือของสภาองค์กรชุมชนที่เสริมสร้างความเข้มแข็งให้กับชุมชนในพื้นที่ภาคใต้ตอนล่าง โดยวิธีวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์ สังเกต ศึกษาเอกสารที่เกี่ยวข้อง และวิเคราะห์หาข้อสรุปด้วยวิธีอุปนัย
ผลการวิจัย พบว่า (1) รูปแบบของกระบวนการปรึกษาหารือของสภาองค์กรชุมชนที่มีศักยภาพในการขับเคลื่อนประเด็นปัญหาและการพัฒนาด้านต่างๆ สภาองค์กรชุมชนเป็นเวทีปรึกษาหารือที่เชื่อมประสานการทำงานขององคาพยพสำคัญของชุมชน เป็นแรงขับเคลื่อนที่มีพลังจากการประสานความร่วมมือ การตั้งคณะทำงานเฉพาะด้านช่วยให้สภาองค์กรชุมชนขับเคลื่อนภารกิจได้อย่างกว้างขวางและมีประสิทธิภาพมากขึ้น มีการทำงานเป็นระบบเครือข่าย เป็นเวทีปรึกษาหารือที่เชื่อมโยงการทำงานร่วมกันขององคาพยพภายในชมุชนกับภาคีเครือข่ายภายนอก มีกระบวนการเสริมสร้างข้อมูล ความรู้ที่ชัดเจนเข้าสู่กระบวนการปรึกษาหารือ เป็นแรงหนุนเสริมให้เกิดศักยภาพในการขับเคลื่อนภารกิจ และ (2) คุณลักษณะประชาธิปไตยในกระบวนการปรึกษาหรือของสภาองค์กรชุมชนที่ช่วยเสริมสร้างความเข้มแข็งให้กับชุมชน เป็นคุณลักษณะที่สอดคล้องกับทฤษฎีประชาธิปไตยแบบปรึกษาหารือ คือ การถกเถียงโดยใช้เหตุผลที่มีความเป็นสาธารณะ มุ่งหมายให้ทุกฝ่ายที่เกี่ยวข้องบรรลุประโยชน์ร่วมกัน มีการไตร่ตรอง ใช้วิจารณญาณ ชั่งน้ำหนักเหตุผลข้อโต้แย้งต่าง ๆ อย่างรอบคอบ บนพื้นฐานของหลักฐาน ข้อเท็จจริง ผลลัพธ์ที่ได้เป็นความเห็นพ้องต้องกันหรือฉันทามติ
