การเพิ่มประสิทธิภาพ ส่งเสริม และสนับสนุนนวัตกรรมการจัดซื้อจัดจ้างด้วยอิเล็กทรอนิกส์สำหรับวิสาหกิจขนาดกลางและขนาดย่อม

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพ ส่งเสริม และสนับสนุนผู้ประกอบวิสาหกิจขนาดกลางและขนาดย่อมสามารถดำเนินการจัดซื้อจัดจ้างพัสดุภาครัฐได้อย่างถูกต้อง ครบถ้วน โดยใช้แนวคิดทฤษฎีเกี่ยวกับการแพร่กระจายนวัตกรรม เทคโนโลยี องค์การ สิ่งแวดล้อม การยอมรับเทคโนโลยี และพฤติกรรมตามแผน นำมาเป็นกรอบในการวิเคราะห์ นโยบายของภาครัฐในการส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม เพื่อให้ภาคเอกชนยอมรับการลงทะเบียนผู้ค้ากับภาครัฐ และสามารถดำเนินการด้วยระบบการจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ในการซื้อขายสินค้าและบริการได้อย่างทั่วถึง
ผลการวิเคราะห์ พบว่า (1) นวัตกรรมทางด้านเทคโนโลยีสารสนเทศมีความก้าวหน้า โดยเฉพาะระบบอินเตอร์เน็ตออฟติงส์และโปรแกรม โดยส่งเสริมหรือสนับสนุนระบบการจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (2) เป็นกระบวนการตัดสินใจในการนำนวัตกรรมทางเทคโนโลยีสารสนเทศมาประยุกต์ใช้ในหน่วยงานภาครัฐ ให้มีความเหมาะสมกับองค์กรในปัจจุบัน และ (3) การเพิ่มประสิทธิภาพและสนับสนุนระบบการจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ สำหรับผู้ประกอบวิสาหกิจขนาดกลางและขนาดย่อมมีอิทธิพลในการตัดสินใจยื่นเสนอราคากับหน่วยงานภาครัฐ โดยใช้ระบบเทคโนโลยีสารสนเทศทางอินเตอร์เน็ตในการจัดซื้อให้มีคุณภาพ สนับสนุนการเรียนรู้และยกระดับกิจการวิสาหกิจขนาดกลางและขนาดย่อมให้สามารถแข่งขันในตลาดออนไลน์ได้อย่างยั่งยืน
