การพัฒนาคุณภาพชีวิตผู้สูงอายุบนฐานการมีส่วนร่วมแบบบูรณาการของภาคีเครือข่าย

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์สิทธิและสวัสดิการผู้สูงอายุไทย (2) การพัฒนาคุณภาพชีวิตผู้สูงอายุ (3) ปัญหาการพัฒนาคุณภาพชีวิตผู้สูงอายุ (4) เครือข่ายและปัจจัยที่ส่งผลต่อการบริหารจัดการเครือข่ายในการพัฒนาคุณภาพชีวิตผู้สูงอายุ และ (5) การมีส่วนร่วมของภาคีเครือข่ายในการพัฒนาคุณภาพชีวิตผู้สูงอายุมาเป็นกรอบในการวิเคราะห์
ผลการวิเคราะห์ พบว่า (1) การดำเนินงานด้านสวัสดิการสังคมสำหรับผู้สูงอายุ เริ่มต้นตั้งแต่การจัดทำแผนระยะยาวสำหรับผู้สูงอายุแห่งชาติ การกำหนดระเบียบข้อกฎหมาย ตลอดถึงการจัดทำนโยบายสาธารณะ (2) องค์การอนามัยโลก ได้แบ่งองค์ประกอบของคุณภาพชีวิตผู้สูงอายุ 4 ด้าน คือ ด้านร่างกาย ด้านจิตใจ ด้านความสัมพันธ์ทางสังคม ด้านสิ่งแวดล้อม (3) ปัญหาการดำเนินงานด้านผู้สูงอายุเป็นการทำงานแบบขาดการบูรณาการ มีความซ้ำซ้อนทั้งในเชิงประเด็นและพื้นที่ กฎหมาย ระเบียบ หรือข้อบังคับ ไม่เอื้อต่อการดำเนินงานและขาดฐานข้อมูลผู้สูงอายุ (4) ปัจจัยสำคัญที่ส่งผลให้การบริหารจัดการเครือข่ายในการพัฒนาคุณภาพชีวิตผู้สูงอายุประสบความสำเร็จ ได้แก่ ผู้นำของเครือข่าย การติดต่อสื่อสารและมีกิจกรรมร่วมกัน การจัดระบบสารสนเทศ มีทรัพยากรสนับสนุนอย่างเพียงพอ และสร้างระบบการเรียนรู้ร่วมกัน และ (5) การประสานความ ร่วมมือและการทำงานร่วมกันกับองค์กรภาคีต่าง ๆ ตั้งแต่ภาครัฐ องค์กรปกครองส่วนท้องถิ่น ภาคเอกชน ภาคประชาสังคม คือ การสร้างความเข้มแข็งของเครือข่ายผู้สูงอายุ
