การพัฒนารูปแบบเครือข่ายความร่วมมือเพื่อการพัฒนาเมืองสุขภาพดี (Healthy City) ในองค์กรปกครองส่วนท้องถิ่น เขตสุขภาพที่ 4

บทคัดย่อ


การศึกษานี้เป็นการวิจัยและพัฒนา (Research and Development) มีวัตถุประสงค์เพื่อ 1) วิเคราะห์สภาพปัญหาและอุปสรรคในการพัฒนาเมืองสุขภาพดีในองค์กรปกครองส่วนท้องถิ่น 2) พัฒนาและทดลองใช้รูปแบบเครือข่ายความร่วมมือเพื่อการพัฒนาเมืองสุขภาพดี และ 3) ประเมินผลลัพธ์ของรูปแบบ การวิจัยดำเนินการเป็น 4 ระยะ ได้แก่ (1) การศึกษาสถานการณ์และการวิเคราะห์ข้อมูลพื้นฐาน (2) การออกแบบและพัฒนาแนวทางเครือข่ายความร่วมมือ (3) การทดลองใช้และปรับปรุงรูปแบบ  และ (4) การประเมินผลและการขยายผล เก็บข้อมูลเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึกและสนทนากลุ่ม และเชิงปริมาณโดยใช้แบบสอบถามและการวิเคราะห์สถิติเชิงพรรณนา


ผลการศึกษาพบว่า สภาพปัญหาและอุปสรรคของการพัฒนาเมืองสุขภาพดี ได้แก่ การขาดการบูรณาการระหว่างหน่วยงาน ความไม่ต่อเนื่องของนโยบาย ข้อจำกัดด้านงบประมาณ และการมีส่วนร่วมของประชาชนที่ยังไม่ทั่วถึง ปัจจัยแห่งความสำเร็จ ประกอบด้วย การสนับสนุนจากภาครัฐ การมีส่วนร่วมของทุกภาคส่วน และการใช้เทคโนโลยีเพื่อเสริมสร้างการบริหารจัดการ รูปแบบเครือข่ายความร่วมมือที่พัฒนา ประกอบด้วย 8 องค์ประกอบหลัก ได้แก่ 1)การสร้างความตระหนักและประสานความร่วมมือ 2)การกำหนดโครงสร้างเครือข่ายและบทบาทหน้าที่ 3)การส่งเสริมการแลกเปลี่ยนเรียนรู้และพัฒนาศักยภาพ 4)การบูรณาการทรัพยากรและสนับสนุนงบประมาณ และ 5)การติดตามและประเมินผลอย่างต่อเนื่อง 6)เพิ่มกลไกการสร้างแรงจูงใจ  7)ปรับปรุงช่องทางการสื่อสารในเครือข่าย และ 8)ขยายการอบรมไปยังองค์กรขนาดเล็ก เพื่อให้เกิดการพัฒนาอย่างทั่วถึง


ผลการทดลองใช้รูปแบบพบว่า องค์กรปกครองส่วนท้องถิ่นที่ผ่านเกณฑ์เมืองสุขภาพดีเพิ่มขึ้นจาก ร้อยละ 5.00 เป็น ร้อยละ 66.67  ข้อเสนอแนะจากการศึกษาคือ ควรมีการบูรณาการนโยบายระหว่างหน่วยงานให้เกิดความต่อเนื่อง ส่งเสริมกลไกการมีส่วนร่วมของประชาชน และนำเทคโนโลยีมาสนับสนุนการดำเนินโครงการและการติดตามผลอย่างมีประสิทธิภาพ
