การบริหารจัดการสวัสดิการผู้สูงอายุในประเทศไทย

บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาลักษณะนโยบายสวัสดิการผู้สูงอายุของภาครัฐ ในประเทศไทยในปัจจุบัน 2) เพื่อศึกษาปัจจัยสำคัญของนโยบายสวัสดิการผู้สูงอายุที่มีผลต่อการบริหาร จัดการสวัสดิการผู้สูงอายุในประเทศไทย และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะอันเป็น ประโยชน์ต่อการปรับปรุงการบริหารจัดการสวัสดิการผู้สูงอายุในประเทศไทย โดยใช้รูปแบบการวิจัย เชิงคุณภาพ (Qualitative Research) เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกจากหัวหน้าชมรมและ สมาชิกชมรมผู้สูงอายุ 7 ชมรม ชมรมละ 6 คน รวมจำนวน 42 คน

ผลการวิจัยพบว่า ปัจจัยสำคัญของนโยบายสวัสดิการผู้สูงอายุที่มีผลต่อการบริหารจัดการผู้สูง อายุในประเทศไทยมี 4 ประการ ได้แก่ 1) การจัดตั้งหน่วยงานที่ทำหน้าที่ดูแลงานด้านผู้สูงอายุอย่างเป็น ระบบ 2) การสนับสนุนให้มีชมรมผู้สูงอายุในชุมชนที่เข้มแข็ง 3) การสร้างเครือข่ายการทำงานด้านผู้สูง อายุ การใช้ทรัพยากรและข้อมูลด้านผู้สูงอายุร่วมกันอย่างบูรณาการระหว่างหน่วยงานที่เกี่ยวข้อง และ 4) การพัฒนาบุคลากรของท้องถิ่นให้มีความรู้ ความเข้าใจ การดูแลผู้สูงอายุเพื่อให้ทำงานด้านผู้สูงอายุอย่างมี ประสิทธิภาพ รวมถึงการให้ความรู้เกี่ยวกับสิทธิและผลประโยชน์ที่ผู้สูงอายุได้รับตามกฎหมาย

The Management of the Elder Welfare in Thailand

As the Qualitative Research, the Study on The Management of the Elder Welfare in Thailand. aims to 1) study elder welfare policies of a public sector in Thailand; 2) study factors of elder welfare policies affecting elder welfare management in Thailand; and 3) study problems, obstacles and recommendations benefiting to improvement of elder welfare management in Thailand.

From the research results, it was found that influence of elder welfare policies affecting elder welfare management in Thailand comprised 4 items as the following: 1) systematic establishment of elder care organizations, 2) elderly club support in strong communities, 3) building of integrated network of operation, resource usage and data among related organizations; and 4) development of local personnel in terms of eldercare knowledge and understanding to ensure efficient operation, and to provide knowledge on legal rights and benefits.
