Evaluation of the Government Action Plan of Disease Prevention and Control in Region 11, Nakhon Si Thammarat Province, Fiscal Year 2021

         The preparation of the agency's Annual Government Action Plan involves creating and managing projects, as well as implementing budget expenditures in accordance with the plan. However, the reporting of progress and budget expenditure results through the Strategic Management System is often incomplete and untimely. This lack of continuity in evaluating the Government Action Plan hinders effective project performance monitoring and prevents a comprehensive assessment of the project's progress and budget management.

The objective of this evaluation research was to examine the environment, input factors, processes, outputs, and obstacles in preparing the 2021 Annual Government Action Plan. The samples consisted of 85 participants, including: 1) personnel from the 11th Disease Prevention and Control Office in Nakhon Si Thammarat Province, 2) disease prevention and control network personnel from the Provincial Public Health Office, Health Zone 11, and 3) 47 projects according to the government operational plan for 2021. Data were analyzed using descriptive statistics and content analysis. The results indicated that, in terms of  contextual factors, the government operational plans were fully consistent with Strategy 3 of the 20-year National Strategic Plan (100.0%), with 91.49% consistency with Master Plan 13, and 8.51% with Master Plan 23. Additionally, the plans were consistent with the Ministry of Public Health's 20-year strategic plan for disease prevention and control, particularly Strategies 2 and 4 (74.47%), and with the 20-year strategic plan for disease prevention and control, specifically Strategy 1 (48.94%). Furthermore, the Department of Disease Control's  5-year strategic operational plan (2018-2022) was entirely aligned with the vision, mission, roles, and regional problem conditions of the disease control system (100.0%). Knowledge and understanding of policy transfer, guidelines, and timing in plan preparation, along with executive support and participation, were rated highly (Mean ± S.D.: 3.83 ± 0.41). Factors related to personnel, budget, and technology systems / equipment / materials were also rated high (3.73 ± 0.43). The communication and transfer of policy, along with the process of plan creation, implementation, and supervision, monitoring, and evaluation, received a high rating of 85.34%, supported by an investment budget of 99.99%. The projects achieved a budget disbursement rate of 100%, with an overall performance rate of 85.10%. Additionally, 70.21% of the projects met the established indicators/target values. There was  complete coordination among disease plans and those responsible for provincial work in all disease plan (100%).
