แนวทางการจัดการปัญหาอุทกภัย: กรณีศึกษาเทศบาลตำบลรูสะมิแล อำเภอเมือง จังหวัดปัตตานี

ภัยพิบัติทางธรรมชาติเป็นวิกฤตที่มนุษย์หลีกเลี่ยงได้ยาก การลดความสูญเสียจากภัยพิบัติทางธรรมชาติ ต้องอาศัยการสร้างกระบวนการในการจัดการอย่างเป็นระบบ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการจัดการปัญหาอุทกภัย ในพื้นที่เทศบาลตำบลรูสะมิแล อำเภอเมือง จังหวัดปัตตานี เป็นวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลักที่คัดเลือกโดยวิธีการแบบเจาะจง จำนวน 11 คน ประกอบด้วย บุคลากรของเทศบาล 3 คน เจ้าหน้าที่สังกัดสำนักงานป้องกันและบรรเทาสาธารณภัยจังหวัดปัตตานี 1 คน และประชาชน 7 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์แก่นสาระ ผลการวิจัยพบ 7 แนวทางสำคัญ ครอบคลุม 3 องค์ประกอบหลัก ประกอบด้วย 1) การมีส่วนร่วมของประชาชนในการจัดการอุทกภัย 4 แนวทาง ได้แก่ การร่วมติดตามสถานการณ์จากกรมอุตุนิยมวิทยา การจัดการขยะภายในชุมชน การจัดตั้งคณะกรรมการชุมชนและอาสาสมัครป้องกันภัยพิบัติพลเรือน การร่วมทำความสะอาดท่อระบายน้ำในพื้นที่และช่วยซ่อมแซมส่วนที่ได้รับความเสียหายหลังเกิดอุทกภัย 2) การพัฒนาศักยภาพของบุคลากรและประชาชน 2 แนวทาง ได้แก่ การจัดโครงการอบรมให้ความรู้เกี่ยวกับการป้องกันและบรรเทาปัญหาอุทกภัยแก่ประชาชน และการพัฒนาพัฒนาศักยภาพบุคลากร และ 3) การบูรณาการเครือข่ายความร่วมมือกับหน่วยงานที่เกี่ยวข้อง 1 แนวทาง ได้แก่ การปฏิบัติงานบูรณาการกับหน่วยงานที่เกี่ยวข้อง งานวิจัยนี้เสนอแนะให้เทศบาลเปิดโอกาสในการรับฟังประเด็นปัญหาจากประชาชนเพิ่มมากขึ้น ประชาสัมพันธ์การจัดโครงการเกี่ยวกับการจัดการปัญหาอุทกภัยให้ประชาชนทราบอย่างทั่วถึง และพิจารณาความซับซ้อนระหว่างการทำงานที่มีโอกาสเกิดขึ้น
