Abstract

This research uses qualitative research regulations. ( Qualitative Research) Focused on the study of social aspects that reflect the opinions of stakeholders in the study on" Water resources development according to the potential of the Upper Chi River Basin Chaiyaphum Province according to the strategic plan of the Royal Irrigation Department 20 years "with the objective  1) To study the process of water resources development according to the 20 year Irrigation Department strategic plan 2) To study the factors affecting the development process of the upper Chi River basin, Chaiyaphum Province, according to the strategic plan Royal Irrigation Department 20 years And 3 ) To find ways to Driven the development process for the upper Chi River Basin Chaiyaphum province according to the strategic plan Irrigation Department 20 years By using structured interview forms With a total of 150 samples. The results can be summarized as follows.

1. The process of developing the upper Chi River Basin According to the 20-year Royal Irrigation Department strategic plan, consisting of 3 processes. 1.1) The process of developing water resources and increasing irrigated areas according to the basin-based approach has 5 strategies to achieve total effectiveness. 1.2) The process of preventing damage and supporting the relief caused by water There are 4 strategies to achieve success. 1.3) Empowering process, networking and participation of all sectors in the water resource development (Networking Collaboration Participation) have strategies to achieve total 3 strategies.
2. Factors affecting the development process of the Upper Chi River Basin According to the 20-year Royal Irrigation Department's strategic plan, the researcher has identified six factors that affect the development process.
