Improving Business Registration for increasing efficiency

The objectives of this research are to study about the problems of the business registration system, which is still complicated and inconvenient for clients, and also the fraud problem occurring from business registration. This research also aims to study about the guidelines to improve the business registration system regarding technical system, service procedures and legal issues in order to create a fast, effective and fraud-preventable system, which makes DBD receive credible business information.
According to the gathered information, providing business registration service comprises complicated issues in some areas. Moreover, it was found that there are some people maliciously use a convenient business registration as a channel of corruption, leading to dispute and a lawsuit and also causing DBD to not receive genuine business information. In the short term, DBD therefore should modernize the current form of business registration service and should give priority to the provision of electronic services by setting up a kiosk placement at every service venues, which aims to facilitate clients to be able to fill the registration application form online via the DBD's e-Registration system. To support this action, DBD needs to prepare in various aspects including improving the e-Registration system to be easier to use and more convenient, revising relevant laws and regulations to support this new service, building up clients' understanding of e-Registration system and also raising awareness of good governance and legal compliance in business operations. In the long term, there should be the national digital identity authentication platform which will help government agencies to fully provide electronic services. Moreover, Thailand’s business registration system should be altered to the notification system in order to make it more flexible, convenient and easier to start a business.
In this regard, the guidelines for short-term improvement of the business registration system are the things that the DBD can operate on its own without having to coordinate or work with other agencies. In term of long-term improvement, it however requires further discussion with other relevant agencies. To sum up, in the next step, it can be seen that the discussion among government agencies is necessary for shaping the guideline of such operation.
