Lessons learned from Poverty Alleviation in China with 2D 3M approach

Abstract

China has succeeded in alleviating poverty and moving the poor in rural China out of the poverty line since 2020. Accordingly, the Thai government is watching on how China efficiently help nearly 100 million poor people out of poverty in less than 10 years.

               This article aims to analyse the policies and measures for poverty reduction in China and lessons learned from China's poverty alleviation experiences during Xi Jinping’s administration (2013-2020). The author employed mainly a documentary research methodology by studying and analyzing relevant articles and studies.

                   This study concludes that China’s targeted poverty alleviation strategy is characterized by the “2D 3M” approach. The first part 2D is composed of Direction by a decisive leader with a clear direction and strong determination and Data, that is to launch a national survey systematically to get actual data and conduct big data analytics to solve this problem. At the same time, the following part 3M means Man, that is delegating and dispatching personnel to solve poverty problems in all levels with the unity of authority and with effective assessment system, Money, that is budgeting to solve poverty problems with transparency and a result-oriented target, and Materials, that is allocating resources from all sectors, not just by the government, in order to efficiently alleviate poverty in China.
