Driving Guidelines for Value Adding of Research and Innovation in Science and Technology for Country Development

Abstract

The results of this research could be concluded into 5 driving guidelines with 14 strategies.  Those were composed of guidelines for central data management of research and innovation which were supporting the center of central information for research and Thai innovation, supporting the center of central information of intellectual property and the system for following-up and evaluating research and innovation. Guidelines supporting the potential research and innovation for utilizing which conformed to problems and needs were composed which were research fund supporting systems developed to conform to problems and needs of users. Guidelines to build readiness and elevate the potential of IP protection were composed which were supporting the establishment and elevating the level of TLO in every educational institute and the establishment of a working unit for examining the registered IP units. Guidelines of having the mechanism of supporting utilization of research and innovation were composed which were supporting the establishment of a registered working unit for primary standardization, giving the right and transferring ownership of innovation to the private sector, establishing holding company in the educational institute, supporting mechanism for researchers to be entrepreneurs, managing the innovation for the entire utilization, and supporting budget for project  for solving problems of the community by innovation. And guideline for economic and social value-adding to the long-term country solution was composed which was strategy for supporting and developing the Deep Tech Startups in country.
