Integrated approach to Disaster Prevention and Mitigation to public assistance efficiently

Abstract

Currently, the integration of agencies involved in disaster relief work still has practical problems. Because each agency has different missions. As a result, policy determination, work structure and missions will focus on the missions of the organization. And found the integration for disaster relief incomplete. From such problems, the purpose of this research study the policy, work structure, missions, results of operations, and guidelines for integrating disaster prevention and mitigation to public assistance in concrete ways. In this research, qualitative research method was combined with descriptive research method. The primary data were collected from 5 persons involved in the disaster prevention and mitigation to public assistance. The secondary data were compiled from textbooks and documents via an analysis method. The research findings indicate that strategies for the disaster prevention and mitigation to public assistance can be considered from the National Strategy 2018-2037 and Government policy. For the work structure and missions of related agencies, it was found that there are committees and working groups working at 3 levels: policy level, practice level, and support level, cover 4 stages: preparation stage, before disaster strikes stage, disaster stage, and post-disaster stage. It also found that there were problems in the personnel sector, tools, equipment Integration between agencies, legal, and budget. The suggestions for ways to integrate work between agencies include driving work in harmony between agencies in the area, develop relationships, exchange resources, and create a network and Coordinate.
