Proposed Policy Recommendations for Addressing the Southern Border Provinces Issue (2025–2030)

Abstract

This study aimed to develop policy recommendations to address security challenges in Thailand’s southern border provinces. A qualitative research design was employed, including a comprehensive review of relevant academic literature and related studies, along with in-depth interviews with ten experts with extensive experience in security matters in the southern border provinces from 2004 to 2024. Data were analyzed using content analysis.

          The findings reveal a conceptual framework entitled the “Father’s Tree” as a strategic model for addressing the issue over the next five years (2025–2030). The framework emphasizes the need for all relevant sectors to adjust and collaborate in an integrated, unified manner. The proposed components include: 1) the Royal Strategy of “Understand, Reach Out, and Develop”; 2) the Constitution of the Kingdom of Thailand B.E. 2560 (2017); 3) the 20-Year National Strategy, which provides a clear long-term framework for problem resolution; 4) the promotion and preservation of a multicultural society as a key mechanism for fostering peaceful coexistence; 5) the continuation and advancement of peace dialogue negotiations to establish appropriate conditions for creating safe and constructive spaces; 6) the development of a modernized education system that does not adversely affect religious practices and ways of life; and 7) the enhancement of civil affairs and active engagement with local communities. If full cooperation is obtained from the public and all relevant sectors, and the proposed measures are fully implemented, sustainable and lasting peace in the southern border provinces can be achieved.
