Abstract

This research, titled “National Artificial Intelligence and Big Data Economic and Social Development Plan,” aims to identify strategic sectors for allocating limited AI and Big Data infrastructure resources to maximize Thailand’s economic and social impact. Employing a qualitative research methodology, the study utilized in-depth interviews with high-level national policymakers, triangulated with document analysis. The findings indicate three urgent strategic sectors: (1) Education and Human Capital Development, (2) Food and Agriculture, and (3) Medicine and Public Health. These sectors form an interconnected “Tri-Sector Strategy,” leveraging education to build foundational “Knowledge,” which in turn drives “Wealth” creation in agriculture and healthcare. Furthermore, the research highlights the critical necessity of developing a sovereign Thai Large Language Model (Thai LLM) as national infrastructure to ensure digital sovereignty and sustainable competitiveness.
