Budget Management for Medical Welfare of Government Officials to Achieve Fiscal Sustainability

This research aims to 1) study and analyze the implementation of past mechanisms for disbursement of medical benefits of the Comptroller General's Department, which reflects operation efficiency, problems, obstacles, and recommendations from stakeholders. 2) analyze budget management, payment of medical compensation, and the perspective of health service units in terms of medical compensation received from the public health fund in Thailand. Including studying the problems and obstacles in the disbursement of medical compensation. The scope of the study included analysis, guidelines, or forms of disbursement for medical expenses without going into the details of medical standards. The researcher conducted qualitative research and descriptive research. The analysis found that the civil service welfare system is the first welfare system that the government has set up. Such welfare tends to alleviate the burden of the entitlement expenses of government officials, permanent employees, pensioners, and family members with the purpose of not causing concern during working for the government. The recommendation from this research is that the government should focus on the overall public health policy and the allocation of budget and resources, including effectively providing knowledge about proper health care. Therefore, Thai people can live without disease by acknowledging how to live without or avoid health problems. Moreover, the country's public health agencies must create awareness and communicate to the public about the quality of generic drug treatment.
