Ameliorations of laws for the administrative system for elderly care of the elderly in local government organizations

As Thailand has become an ageing society, the state needs to prepare to provide care for the elderly. Up to now, the performances in responding to the care of the elderly is not adequate. Although there are numbers of agencies in charge, including the existence of the system supervised by the local government organization. In order to find a solution to the problem, this article would like to propose the following suggestions. The local government organization should be set as a main agency, making use of local human resources by recruiting people in the community as a caregiver. Along with the above proposal, the regulations of the Ministry of Interior concerning the management system for elderly care of local government organizations should be issued and enacted. The caregivers could be categorized into 2 types, the paid caregivers and the volunteer ones. The volunteers are supposed to use the so-called “pay it forward” system. They would take
a record of how much time they have spent to care for the elderly in the community, then, when turn elderly themselves, they will be eligible to use the accumulated time for themselves. This will lead to the formation of sustainable and stable care system for the elderly in the community
