Abstract

This research aimed (1) to study the operating conditions for literacy promotion, (2) to develop and find out the effectiveness of the literacy practice exercise, and (3) to present guidelines for teaching literacy. There were 3 stages of research implementation. The first step was to study the operating condition for literacy promotion. This was done by asking the opinions of the school director and 20 Thai language teachers using a specific randomization method. It was found that the overall picture of the operating conditions for promoting literacy was at a moderate level. The second step involved the development and evaluation of the effectiveness the literacy exercises. Thirty-six students were selected using a systematic randomization method. The exercises consisted of 3 parts, which were teacher’s instruction, student’s instruction, content, learning activities and tests. The results showed that the effectiveness was higher than the specified threshold at 80/80. Students’ satisfaction was at a high level, which led to significantly higher achievement at the end of the exercises, with the statistical value of 0.05. The third step was the presentation of the guidelines for teaching literacy. It was found that (1) teachers should emphasize vowels, tonal consonants before teaching students to read and write, and (2) teachers should be trained to create media suitable for teaching reading and writing.
