บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบของการกระจายอำนาจทางด้านการคลัง ประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นที่มีต่อการขยายตัวทางเศรษฐกิจ และให้ข้อเสนอแนะเชิงนโยบายเพื่อส่งเสริมการขยายตัวทางเศรษฐกิจ กำหนดหน่วยการวิเคราะห์ คือ จังหวัด ทำการศึกษาระหว่างปี 2553-2560 โดยใช้กลุ่มตัวอย่างจำนวนทั้งสิ้น 76 จังหวัดทั่วประเทศ (ยกเว้นบึงกาฬ) ผลการทดสอบความสัมพันธ์กับแบบจำลองการขยายตัวทางเศรษฐกิจพบว่า ตัวแปรการกระจายอำนาจทางด้านการคลังที่ไม่รวมเงินอุดหนุน มีความสัมพันธ์ในทิศทางตรงข้ามกับการขยายตัวทางเศรษฐกิจแต่ไม่มีนัยสำคัญทางสถิติ ขณะที่ตัวแปรการกระจายอำนาจทางด้านการคลังรวมเงินอุดหนุน มีความสัมพันธ์ในทิศทางเดียวกันกับการขยายตัวทางเศรษฐกิจอย่างมีนัยสำคัญทางสถิติ ด้วยผลลัพธ์ดังกล่าวจึงนำไปสู่การอภิปรายถึงแนวทางการให้เงินอุดหนุนที่เหมาะสมกับองค์กรปกครองส่วนท้องถิ่นเพื่อสนับสนุนการขยายตัวทางเศรษฐกิจในงานวิจัยฉบับนี้ สำหรับตัวแปรประสิทธิภาพเชิงเทคนิคขององค์กรปกครองส่วนท้องถิ่น มีความสัมพันธ์ในทิศทางตรงข้ามกับการขยายตัวทางเศรษฐกิจแต่ไม่มีนัยสำคัญทางสถิติ สำหรับข้อเสนอแนะเชิงนโยบายเพื่อการขยายตัวทางเศรษฐกิจ คือ การสร้างความสมดุลของการกระจายอำนาจทางด้านการคลังทางด้านรายได้และรายจ่าย การเพิ่มรายได้ให้กับองค์ปกครองส่วนท้องถิ่น และการเพิ่มประสิทธิภาพของทรัพยากรมนุษย์และสาธารณูปโภค
