กลไกและช่องทางการตรวจสอบองค์กรปกครองส่วนท้องถิ่นของเยาวชนจังหวัดเชียงใหม่ (Mechanisms and Channels for Monitoring Local Administration Organizations by Chiang Mai Youths)

บทคัดย่อ
การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ (1) ศึกษากลไกและช่องทางการตรวจสอบองค์กรปกครองส่วนท้องถิ่นของเยาวชนในจังหวัดเชียงใหม่ (2) เพื่อวิจัยและพัฒนากลไกและช่องทางการตรวจสอบองค์กรปกครองส่วนท้องถิ่นของเยาวชนจังหวัดเชียงใหม่ และ (3) เพื่อเสริมสร้างทักษะการตรวจสอบองค์กรปกครองส่วนท้องถิ่นให้กับเยาวชนจังหวัดเชียงใหม่ มีตัวแทนโรงเรียนในจังหวัดเชียงใหม่ที่ประสงค์เข้าร่วมโครงการ ทั้งสิ้น 4 แห่ง ในการดำเนินการวิจัยได้ใช้วิธีการเก็บข้อมูลจากการจดบันทึกและสังเกตการณ์ดำเนินโครงการ ตลอดถึงการสนทนากลุ่มตัวแทนครูนักเรียน และยังจัดทำแบบทดสอบก่อนและหลังการจัดกิจกรรมของนักเรียนด้วย ผลการศึกษา พบว่า (1) โรงเรียนที่จัดกิจกรรมที่เน้นการมีส่วนร่วมของนักเรียนในทุกขั้นตอนของการดำเนินกิจกรรมมีผลการทดสอบความรู้ด้านการตรวจสอบองค์กรปกครองส่วนท้องถิ่นสูงกว่าโรงเรียนที่คุณครูเป็นคนคิดกิจกรรม (2) แต่ละโรงเรียนมีการดำเนินกิจกรรมร่วมกับองค์กรปกครองส่วนท้องถิ่นในพื้นที่ และ (3) มีการออกกฎระเบียบเกี่ยวกับการป้องกันทุจริต ซึ่งผ่านความเห็นชอบของประชาคมในโรงเรียน และควรมีหน่วยงานกลางในการให้ความรู้เกี่ยวกับบทบาทของเยาวชนเพื่อให้ทราบวิธีการตรวจสอบองค์กรปกครองส่วนท้องถิ่นที่ถูกต้อง ส่วนปัจจัยที่จะสนับสนุนให้เยาวชนเกิดความสนใจที่จะตรวจสอบ การทำงานขององค์กรปกครองส่วนท้องถิ่น คือ การประชาสัมพันธ์และรณรงค์ให้ความรู้ผ่านสื่อสังคมออนไลน์
