การเมืองของการปฏิรูปการปกครองท้องถิ่นไทยสมัยคณะรักษาความสงบแห่งชาติ: กรณีศึกษาการควบรวมองค์กรปกครองส่วนท้องถิ่น (The Politics of Thai Local Government Reform during the period of the National Council for Peace and Order: Case Study of Local Government Organization Amalgamation)

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาข้อเสนอการปฏิรูปท้องถิ่นด้วยการควบรวมองค์กรปกครองส่วนท้องถิ่นในสมัยคณะรักษาความสงบแห่งชาติ และศึกษาบทบาทของภาคส่วนต่างๆ ที่มีต่อข้อเสนอการปฏิรูปท้องถิ่นด้วยการควบรวมองค์กรปกครองส่วนท้องถิ่นในสมัยคณะรักษาความสงบแห่งชาติ โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ด้วยการศึกษาข้อมูลจากเอกสารและการสัมภาษณ์บุคคลสำคัญที่เกี่ยวข้องกับการปฏิรูปการปกครองท้องถิ่น จากนั้นจึงนำข้อมูลมาวิเคราะห์ข้อมูลเชิงพรรณนา
ผลการศึกษาพบว่าข้อเสนอการปฏิรูปการปกครองท้องถิ่นไทยในสมัยคณะรักษาความสงบแห่งชาติจากคณะกรรมาธิการด้านการปกครองท้องถิ่น ล้วนแล้วแต่มีข้อเสนอให้มีการยุบ/ควบรวมการปกครองส่วนท้องถิ่นทั้งสิ้น เนื่องด้วยคณะกรรมาธิการดังกล่าวมีข้อเสนอหลักในการปฏิรูปรูปแบบโครงสร้างองค์กรปกครองส่วนท้องถิ่นไปในลักษณะเดียวกัน คือ ให้ดำเนินการควบรวมองค์การบริหารส่วนตำบลและยกฐานะองค์การบริหารส่วนตำบลทั่วประเทศ ในขณะที่การแสดงบทบาทของภาคส่วนหรือตัวแสดงทั้งที่สนับสนุนและต่อต้านการควบรวมองค์กรปกครองส่วนท้องถิ่นแสดงให้เห็นถึงการต่อสู้เชิงอำนาจระหว่างรัฐราชการกับองค์กรปกครองส่วนท้องถิ่น แต่กระนั้นข้อเสนอของทั้งสองฝ่ายก็ยังคงไม่ได้ถูกนำมาปรับใช้ในการปกครองส่วนท้องถิ่นของไทยแต่อย่างใด ดังนั้นข้อเสนอการปฏิรูปท้องถิ่นด้วยการควบรวมองค์กรปกครองส่วนท้องถิ่นในสมัยคณะรักษาความสงบแห่งชาติจึงกลายเป็นเพียงอีกฉากหนึ่งของการเมืองเรื่องการกระจายอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่นไทยนั่นเอง
