การตรวจสอบและควบคุมมาตรฐานทางจริยธรรมของตำรวจไทย (Investigating and Controlling Ethical Standards of the Thai Police)

บทคัดย่อ

This study was a qualitative research with the objectives to study the investigating and controlling of ethical standards of the Thai police and to propose the measures for investigating and controlling of ethical standards of the Thai police. The key research informants totaling 41 persons consisted of 32 Thai policemen and 9 experts in concerned work agencies. The research instrument was a semi-structured interview form with the index of item-objective congruence [IOC] of 1.00. The data were analyzed with the use of content analysis. The research findings showed that there were two patterns of investigating and controlling of ethical standards of the Thai police: (1) the internal affairs pattern in accordance with the line of command; and (2) the external control pattern comprising independent organizations, the judiciary, the parliament, government agencies, non-government organizations and the mass media. The measures for investigating and controlling of ethical standards of the Thai police that should be improved were the legal measures, the administrative measures, the educational and training measures, and the social measures. In the legal measures, the code of ethics for the police should be improved by adding an element of penalties and defining liability for both individuals and the work units when violating the ethical standards, the reporting of oneself and colleagues who did not comply with ethical standards, and the protection of persons who inform the police of the clues. In the administrative measures, the supervision of internal control system should be improved by decentralizing the power to the police stations. In the educational and training measures, there should be the addition of police ethics training in various training programs. Finally, in the social measure, easy accesses should be provided for complainants, the steps of complaint process should be reduced, and the public should be given an opportunity to participate in investigating and controlling the police.
