This research was conducted to study the development of teacher and educational personnel promotion to enhance information and communication technology (ICT) competency in New Normal teaching and learning management. The objectives were as follows: 1) To study the components of New Normal teaching and learning capabilities for the development of 21st-century learners. 2) To develop a system for promoting and enhancing the ICT competency of teachers and educational personnel.3)To experiment with the developed system for promoting and enhancing the ICT competency of teachers and educational personnel in New Normal teaching and learning for the development of 21st-century learners. The research involved interviewing a group of 30 experts using the Focus Group Technique and a group of 30 teachers experimenting with the online teacher and educational personnel development system. The data were analyzed through content analysis and statistical methods, including mean and standard deviation, to assess feasibility and usefulness.
The research findings revealed the following: 1. The components of New Normal teaching and learning capabilities for the development of 21st-century learners consisted of four aspects: 1) Learner-centered learning management. 2) Using technology as the foundation for learning management. 3) Development of a management system for learning. 4) Focusing on assessment for learning. 2. A system was developed to promote and enhance the ICT competency of teachers and educational personnel in New Normal teaching and learning, aimed at fostering 21st-century learners. 3. Experimentation with the developed system demonstrated its effectiveness in promoting and enhancing the ICT competency of teachers and educational personnel. The overall evaluation results were rated at the highest level.
