บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อศึกษา 1) นโยบายของจีนในการส่งเสริมการเผยแพร่ภาษาและวัฒนธรรมจีนตั้งแต่สถาปนาเป็นประเทศสาธารณประชาชนจีนในปี 1949 ถึงปัจุบัน และ 2) นโยบายในการส่งเสริมการจัดตั้งสถาบันขงจื่อสู่ประเทศไทย โดยใช้วิธีการวิจัยเอกสาร เก็บรวบรวมข้อมูลจากเอกสารภาษาไทยและภาษาจีนที่เกี่ยวข้องกับนโยบายสถาบันขงจื่อ ผลการศึกษาพบว่า หลังการสถาปนาประเทศจีน เศรษฐกิจของจีนมีการพัฒนาอย่างรวดเร็ว และสถานภาพของจีนในระดับนานาชาติมีการปรับเปลี่ยนภาพลักษณ์อย่างต่อเนื่อง ประเทศจีนจึงเริ่มให้ความสำคัญกับการเผยแพร่ภาษาและวัฒนธรรมของตนเองสู่โลกภายนอกอย่างกว้างขวางมากขึ้น ดังนั้นรัฐบาลจีนจึงได้กำหนดนโยบายและมาตรการต่างๆ เพื่อเผยแพร่ภาษาจีนและวัฒนธรรมจีนขึ้น จากนั้นในปี 2004 จึงตั้งสถาบันขงจื่อเป็นตัวกลางสำคัญในการเผยแพร่ ภาษาจีนและวัฒนธรรมจีนที่ประเทศต่างๆ รวมทั้งไทย ซึ่งมีความสัมพันธ์ทางประวัติศาสตร์อันยาวนานกับจีนและมีจำนวนชาวจีนโพ้นทะเลเป็นจำนวนมากได้กลายเป็นประเทศที่มีประสิทธิผลสูงสุดในการพัฒนาเผยแพร่ภาษาจีนในปัจจุบัน การพัฒนาที่ก้าวหน้าและเข้มแข็งของสถาบันขงจื่อในประเทศไทยได้รับการสนับสนุนที่สำคัญทั้งจากรัฐบาลไทยและรัฐบาลจีน แนวโน้มในอนาคตจีนและไทยจะมีการผลักดันเพิ่มเครือข่ายความร่วมมือและส่งเสริมการพัฒนาภาษาจีนในประเทศไทยอย่างเป็นระบบผ่านสถาบันการศึกษาไทยอย่างต่อเนื่อง
