Co-Production in Public Services between Public Sector and Civil Society

Abstract

This article academic aims to study the co-production of public services between public sector and civil society. Firstly, the article argues with explaining the concept of decreasing the role of government to be more under public discretion, which is challenging in evolution of public administration paradigms since the concept of traditional Public Administration, New Public Management, and New Public Governance, respectively, which the last one recognizes people as citizens who should involve in designing of public services. Such circumstance leads to an emergence of the concept of joint co-production which requires collaboration between service providers and consumers to create effective public services. At present, this concept has been applied by many sectors to increase public participation at all levels. Therefore, the author would suggest that the co-production process must be initiate from consensual values and opinions amongst stakeholders to execute public services together. These phenomena reflect the recent direction of public administration that requires mutual understanding with civil society. In addition, this article proposes that the further study should focus on the gap of bilateral relations and some contextual factors that might affect the co-production process.
