Model of Promoting Good Governance in Ethics and Transparency in the Provincial Offices of Interior Ministry of Loei Province

Abstract
The issue of good governance in Thai government agencies has been a critical crisis for a long time. The purposes of this research were to study the issue of good governance implementation, explore the factors affecting the implementation of good governance about ethics and transparency, and develop a model to promote good governance practices in the provincial offices of the Interior Ministry in Loei province, including civil servants, officials, and office staff. This research applied both quantitative and qualitative techniques. A total of 223 individuals were selected by stratified random sampling, including civil servants, officials, and office staff. The in-depth interviews were conducted with 10 key informants. Data analysis was done using statistics of frequency, percentage, mean, standard deviation, and Pearson’s product moment correlation coefficient. The analysis of confirmatory factors and the examination of goodness-of-fit between the model and the empirical data were conducted using the statistical computer package, LISREL version 8.30.
The findings indicated that the issue of good governance implementation and practices about ethics and transparency in the offices of Interior Ministry in Loei province included the violations of laws and regulations for officials’ personal interests and there were a general lack of transparency and common unethical behavior. These issues were caused by misconduct and the abuse of power by state officials and personnel. The factors that were found to be significantly associated with good governance implementation about ethics and transparency, included the Person factor (r = 0.82), Accountability factor (r = 0.77), Structure factor (r = 0.74), and Environment factor (r = 0.40). The model was in accordance with the empirical data ( = 28.86, df = 31, p = 0.58, GFI = 0.99, AGFI = 0.98, RMSEA = 0.00, CN = 1058.70). These four factors could collectively explain the implementation of good governance about ethics and transparency in the provincial offices of the Offices of Interior Ministry in Loei province by 84 percent. The model could be applied to promote pattens of good governance practices in ethics and transparency among state officials in the provincial offices of the Offices of Interior Ministry in Loei province.
