The Challenges of Thai District Health System Management : A Pilot Study in Nakhon Sawan Province, Thailand

Abstract

The objectives of this research were to study the behaviour of the district health management for strengthening competencies and development; to study the key tasks that the district health management workforce require to perform their role; to study the core competencies required to perform their key managerial tasks effectively; to study the challenges facing of district health management workforce in providing equitable and effective health services to the population they serve. Data were collected by mixed methodology using interviews and questionnaires with 47 samples. The quantitative were data analyzed by using statistics of frequency, percentage, mean ( ), standard deviation (S.D.), and the qualitative data analyzed by using content analysis. The results found that the overall behavioural Items were necessary at a high level ( = 4.18) which included attitude, capability, skills, abilities, and knowledge. The key tasks which the health system managers gave most precedence was the analytical, administration, and evaluation on the policies, plans, goals, visions, obligations, and look at the future of the organization. Besides, the core overall competencies were necessary at a high level ( = 4.19) which included leadership, professionalism, political awareness, leading and managing change, self management and resilience, evidence-decision making, public and industrial relations and networking, operation administration and resource management, knowledge of organization’s environment, and interpersonal, relationship management and communication qualities. Moreover, the challenges facing of district health management workforce which were given most precedence were the changing of policies and government regulations.
