The Citizenship in Public Administration and Public Management Paradigm

Abstract
In the midst of the development of knowledge in public administration throughout the years, through the challenge of thoughts, through the transformation of many paradigms, the public administration has become stronger and is popular among educational institutions. At the same time, citizenship has strengthened accordingly. This article is about the public administration paradigm of looking at citizenship. In each paradigm of public administration emphasizing or diminishing the importance of citizenship, as well as presenting the differences between the concepts of each paradigm to citizenship in each phase of the paradigm
This article focuses on each paradigm whether it is emphasizing or diminishing the importance of citizenship as well as presenting the differences between the concepts of each paradigm to citizenship in each phase of the paradigm.
