Human Resource Management Strategy of The Electric Power Business in The Lao People’s Democratic Republic

Abstract

This study aims to study the human resource management strategy of the electric power business in the Lao People's Democratic Republic. The researcher uses the constructivism research paradigm and uses the Phenomenology Strategies of Inquiry. The research tool was an interview form. The researcher interviewed key informants, including a group of executives, a group of operational supervisors, a group of operational staff, and a group of academics who consult business organizations in the field of management. The researcher selected 19 persons using the purposive sampling method and applied the triangulation method to verify the collected data for reliability of the research result.


The study results revealed that the electric power business's human resource management strategies in the Democratic People's Republic include Human resource planning strategy by flexible working system.  Human resource recruitment and selection strategy by electronic media and social media. Human resource development strategy by online self-Learning and training. Performance management strategy by 360-degree feedback. Compensation and benefit strategy by systematic evaluation and new benefits. Labor Relations and Law strategy by labor relations strategic partner engagement. Succession plan strategy and quality of life by succession plan draft and work-life balance. Human resource information strategy by formulation and development of technology and electronic system. International human resource strategy by cross-cultural competency development, and other strategies such as employee engagement and talent Management. The organization in various strategies must cope with change and competition and use it as a proactive approach that can develop and upgrade human resources appropriate to the country's context in the future.
