Evaluation of Implementation Outcomes of the Livestock Farming Promotion Project in the Southern Border Provinces A Case Study of Betong Chicken Farmers in Khok Khian Subdistrict, Mueang District, Narathiwat Province

Abstract

The purpose of this research was to evaluate the implementation outcomes of the livestock farming promotion project in the southern border provinces in the case study of Betong chicken farmers in Khok Khian Subdistrict, Mueang District, Narathiwat Province. Researcher used mixed methods approach: qualitative and quantitative research design, gathered  data  from  interviews  and observations  as  well  as  evaluation  forms. Using the CIPP model  to evaluate the implementation outcomes of  the  project.

The results indicated as follows. Betong chicken farmers were local residents in Khok Khian Subdistrict of Narathiwat’s Mueang District who wanted to increase their household income from raising Betong chicken. With the previous aim of conserving the chicken breed, the chicken farmers grouped together informally to support each other. However, the number of group members dropped afterwards because adequate skill and great care were required for raising Betong chicken. Therefore, the rest of the chicken farmers joined in the livestock farming promotion project to develop their strategy and work towards the solution. To maximize the profit, the goal of the Betong chicken farmers was to produce a ready-to-eat meal from Betong chicken meat. Regarding the product development following the national policy on science, technology and innovation (STI) under the livestock farming promotion project in the southern border provinces, Betong chicken farmers 1) launched a frozen menu from Betong chicken meat called “Chopped Betong Chicken; 2) designed logo and packaging; and  3) developed the prototype of the Betong chicken meat product for sale. Furthermore, provided training for other chicken farmers who were interested in producing the frozen Betong chicken meat product. In the whole picture, the implementation outcomes of the livestock farming promotion project in the southern border provinces in the case study of Betong chicken farmers in Khok Khian Subdistrict of Narathiwat’s Mueang District were at good levels.When considering the individual aspects and sorting scores from the highest to lowest, the outcome in the product aspect was at excellent level, the outcome in the input aspect was at excellent level, the outcomes in the context was at good level, and the outcome in the process aspect was at  moderate level.
