The Potential Development of Information Technology for Managing and Developing Communities of Community Leaders in Mae Taeng District, Chiang Mai Province

Abstract

This research article studied the potential development of information technology for managing and developing a community of community leaders in Mae Taeng district, Chiang Mai province. The objectives were 1) to study the use of information technology of local leaders and community organization leaders relating to using knowledge, skills, and experiences, 2) to eximine the use of information technology for managing and developing a community of community leaders, 3) to investigate factors supporting the use of information technology for managing and developing a community of community leaders, and 4) to explore the appropriate approaches for applying information technology to community management and development in Mae Taeng district, Chiang Mai province to be integrated strength. This was the qualitative research and there were 82 key informants.

The results of the research found that: community leaders consisted local leaders, local leaders and leaders of community organizations use information technology in most communication systems but It rarely had been applied to community management and development. The factors supporting the use of information technology included age, education level, knowledge, ability, experience, values, modernity, benefits to work, and career advancement. Moreover, the appropriate guidelines were1) Should build the community leaders who have information technology skill, 2) department of local administration, department of provincial administration, Ministry of Interior should legislate the law ,regulations, budget allocation, and training seminars, 3) educational institutions should provide academic services in information technology to community,4) local leaders should improve potential by themselves, 5) the organization of district should use monthly forums to educate and increase skills and experiences,6) local administrative organizations should be the hosts for developing information technology systems in the community, 7) all government agencies should respond to information technology policies, and 8) information technology potential should be developed through leaders from all sectors.
