Promoting of Local Wisdom, Local Fishery in Bueng Boraphet Wetlands. Smart and Sustainable Utilization of Resources

Abstract

The objectives of this research article were to 1) study and analyze Thai law, International law regarding wetlands 2) find out the ways to participate in local wisdom in local fishing in the Bueng Boraphet Wetland area among the people, government officials and local government organizations 3) find out the model to promote local wisdom in local fishing in the Bueng Boraphet Wetland and create a manual (BB-Model Law) for sustainable use. The research methodology is qualitative research consisting of documentary research, in-depth interview, and focus group discussion to bring the answers to create model local laws.

The results of the research found that: 1) The legal power base of local administrative organizations in managing the Bueng Boraphet Wetland comes from the 1999 law specifying plans and procedures for decentralizing power to local administrative organizations. 2) Obtain formats, guidelines, and measures to promote the participation of government officials, local government organizations and people in the local fishing area, Bueng Boraphet Wetland. 3) Obtain a structure for drafting a model local ordinance on the management of the Bueng Boraphet Wetland in promoting local wisdom and local fishing of the local government organization that specifies the authority and duties of the local government organization and public participation to achieve smart utilization and sustainable development in the form of innovation is the Bueng Boraphet Model BB–Model Law manual.

The research suggestions, this research should result in the issuance of local ordinances regarding the promotion of local wisdom, local fishing in Bueng Boraphet Wetlands of local administrative organizations, B.E. 2023.
