The Development of Water Resource Management Models for Local Administrative Organizations in Krabi Province

Abstract

This research article aims; 1) to study water resource management in Krabi Province, 2) to analyze the components of effective water resource management, and 3) to explore approaches for developing a water resource management model for local administrative organizations (LAOs) in Krabi Province. The research employed a mixed-method approach, collecting questionnaires from 160 respondents, including executives, officials, and personnel involved in the water resource management of LAOs in the area. Additionally, qualitative data were gathered through focus group discussions with 14 representatives from LAOs and government agencies with significant roles in water resource management in Krabi Province. Quantitative data were analyzed by exploratory factor analysis, while qualitative data were analyzed by content analysis.

The study revealed the following key findings 1) The overall water resource management of LAOs in Krabi Province is moderate. ( = 3.46, S.D. = 0.76)  and was aligned with the 20-Year Water Resource Management Master Plan  (2018–2037). However, significant challenges remain, including water shortages and flooding.  2) The effective components of water resource management for LAOs in Krabi Province consist of six key elements, including public participation (26.11%), personnel (9.79%), policy (7.31%), budget (6.71%), planning (5.83%) and legal and regulatory frameworks (5.31%). Among these, public participation and personnel were the two most critical factors. 3) The proposed water resource management model, the "4PBL Model" incorporates these six components to establish a sustainable and equitable system. The integration of these elements serves as a key mechanism to meet community needs and promote long-term effective water resource management.
