The Policy of Local Autonomy in a Specific Area of Thailand

Abstract

This research aims to examine the policies of local autonomy in a specific area of Thailand. The study was conducted using the participatory action research approach. Data were collected through online in-depth interviews and small group meetings with local and regional executives, operational staff members of local administration units, local citizens, and scholars specializing in local governance.


The findings reveal an imbalance in local autonomy. While political autonomy is its strength-ensuring that local administration units are not influenced by local elections and hence obstructing interference from other government bodies-other aspects of autonomy, particularly in human resource administration, finance, and policymaking, remain constrained by central and regional government. As a result, local administration units have limited capacity in these areas. Consequently, much of their work remains under the command of the central government, lacking true autonomy. This has an impact on their distinct identity and hinders their ability to respond to local needs.
