Application of the Sufficiency Economy Philosophy to Administrative of the Government Housing Bank (GHB), Upper Northern Region

Abstract

This study aimed to examine the application of the Sufficiency Economy Philosophy (SEP) in the management of the Government Housing Bank (GHB), in the upper Northern Region, and to propose a structured approach to enhance management practices aligned with SEP principles. A mixed-methods approach was employed, combining quantitative data collected from questionnaires administered to 178 employees (100%) across 17 branches and 20 departments, and qualitative data gathered through in-depth interviews, focus group discussions, participant observations, and expert evaluations from six professionals.

The research findings revealed that the overall application of SEP within the organization was at a high level (μ = 4.70, σ = 0.52). Among the five SEP dimensions, the input dimension had the highest mean score (μ = 4.95, σ = 0.43), followed by process (μ = 4.93, σ = 0.25), output (μ = 4.63, σ = 0.48), outcome (μ = 4.61, σ = 0.68), and ultimate outcome (μ = 4.38, σ = 0.76). Notably, seven core departments including Credit Analysis, Credit, Debt Restructuring, Marketing, Business Development, Operations, and Legal Affairs demonstrated a high level of SEP implementation. The remaining 13 departments showed potential for further development. Additionally, the study proposed a framework of 24 indicators for elevating management practices, categorized into three progressive levels: compliant, understanding, and integration. The findings indicated that SEP could serve as a strategic framework applicable across all departments within the bank, promoting good governance, effective organizational management, and sustainable development in the long term.
