Development of a Participatory Social Impact Assessment (SIA) Model for Road Development Projects by Government Agencies in Surat Thani Province

Abstract
This research aimed to develop a participatory Social Impact Assessment (SIA) model for road development projects conducted by government agencies in Surat Thani Province. The study employed qualitative research methodology through academic document analysis, expert focus group discussions, and in-depth interviews with eight purposively selected key informants. These informants comprised representatives from government agencies, communities, civil society organizations, and social impact assessment specialists. Data analysis utilized thematic analysis and content analysis within the frameworks of stakeholder theory and participatory process theory.
The research findings revealed that the developed SIA model consists of four core components: stakeholder identification and analysis, multi-level participatory processes, social impact assessment and management, and continuous monitoring and evaluation systems. The model's appropriateness and reliability were validated by all eight experts, achieving an average evaluation score of 4.2 out of 5.0 points.
