An Integrated Local Democracy Development Framework: A Synthesis from the 2025 Surat Thani Chief Executive of the Provincial Administrative Organization Election

Abstract
This article aims to develop an integrated local democracy development framework that can effectively address the complexities and challenges of Thai local politics in the 21st century through synthesizing a case study of the Surat Thani Chief Executive of the Provincial Administrative Organization election held on February 1, 2025. The research employs document synthesis methodology and descriptive analysis by integrating theories of local governance and decentralization, politics of place and patronage relationships, social capital and political mobilization, and voting behavior theories that have evolved according to technological and social contexts.
The results revealed that democracy in the context of contemporary Thai local politics operates as a multi-dimensional system that faces complexity across four key dimensions: adaptive institutional structures that must adjust to changing circumstances, hybrid relationship networks that blend traditional and modern approaches, linkages between local politics and other governmental levels, and adaptation to technological and social transformations. The case study analysis demonstrates that electoral success in local politics requires creating a strategic balance between connections to national-level political networks and building authentic local support bases, effective utilization of digital technology, and adapting patronage relationships to suit evolving social contexts. The study developed an integrated local democracy development framework as new knowledge comprising four interconnected development dimensions: institutional development through creating flexible and transparent structures, network development by promoting cooperation among various societal sectors, linkage development through coordinating policies between local agencies and national and international levels, and innovation development using digital technology to enhance public participation. This framework can serve as a guideline for strengthening local democracy with quality and sustainability in the context of the 21st century.
