Policy Politics and Collaborative Governance in Driving the Senior Citizen Card Project: A Case Study of Koh Samui Municipality

Abstract
This research article aims 1) to study the policy-making and implementation process of the Koh Samui Municipality's Senior Citizen Card Project and the role of relevant network participation, 2) to analyze political factors affecting the success and obstacles to the implementation of the Koh Samui Municipality's Senior Citizen Card Project, and 3) to propose policy development guidelines and participatory mechanisms to drive the Senior Citizen Card Project as a model for elderly welfare provision for local administrative organizations. This qualitative research utilized in-depth interviews with three key informants: 1) representatives of senior citizen card holders, 2) executives and heads of government agencies 3) representatives of entrepreneurs or agencies providing benefits to senior citizen card holders, totaling 20 people. Participatory observation was used. Data were analyzed using content analysis.
The research findings showed that 1) the Koh Samui Municipality Senior Citizen Card Project is an important mechanism for developing a local welfare system through good governance and collaborative multi-stakeholder management. 2) Political factors affecting its success include leadership, network participation, and social capital are critical political factors contributing to the project’s success, while political changes and procedural constraints remain significant challenges. 3) Project development guidelines should focus on creating a sustainable policy system, strengthening network participation mechanisms, and developing personnel capacity in elderly welfare management. The aim is to elevate the Senior Citizen Card Project into a model for participatory elderly welfare for local administrative organizations.
