Community Strategic Plan, The Special Economic Zone, Special areas for Sustainable Tourism


This research aimed to study and promote the learning process in the
preparation of a community strategic plan, in cooperation with community leaders of
all six groups in Wiang Chiang Saen Municipality, Chiang Saen District, Chiang Rai
Province. The study was a research project underthe "Community Capital with Special
Economic Areas, Border Areas and Sustainable Tourism Areas of Communities in Wiang
Chiang Saen Municipality, Chiang Saen District, Chiang Rai Province" which was a
participatory action research (PAR) using analytical processes with the community
leaders in Wiang Chiang Saen Municipality, with two leaders per groupfor sixgroups
including Chedi Luang, Rim Khong, Tub Man, PhaKhao Pan, Phra Chao Lan Thong and
Chao Mae Nang Serng. AIC techniques, SWOT analysis and discussion groups were
major factors for making a community strategic plan under the base ideaof sustainable
development in a special economic zone and special area for sustainable tourism.
The research results found that the Chiang Saen municipal strategic plan that
came from an analysis SWOT of community leaders by using strengths of communities
and external factors management had four visions. The community strategic plan was1)
strategies to improve the quality of life of people in society, under the brand name of
Lanna historical city and globalization; 2) a strategy to create a public space for cultural
activities, both physical and on line social areas; and3) strategies for development of
sustainable tourism. That community strategic plan was an important driving
mechanism in development of society in Wiang Chiang Saen Municipality to be a
learning society for the quality of life of the community, and for preparation to enter
the border special economic areas, historical and heritage site tourism, and
development. It also highlighted that the community areas were appropriate to be a
center of economics, tourism, and transportation. Those strengths were taken into the
analysis together with policy support in Wiang Chiang Saen. Therefore, the visions of
community strategic plan were consistent with the current situation such as the special

or strategic plan was considered to be an important mechanism for community-driven
community objectives, in particular development of the foundation level to be
strengthened to be competitive and compatible with changes and impacts of the
economy, society, and culture.
