The Guidelines Developing for Development and Internal Quality Assurance Implementation of Technical Colleges in Phayhao Province

Abstract

The aims of this study were: 1) to examine the state of internal quality assurance implementation at technical colleges in Phayao province; 2) to investigate problems regarding internal quality assurance implementation at technical colleges in Phayao province; 3) to formulate the guidelines developing internal quality assurance implementation for technical colleges in Phayao province. The data source involved 125 administrators and teachers from technical colleges in Phayao province that included Phayao Technical College, Chiang Kham Technical College, Dok Kham Tai Technical College. The instruments were questionnaire and structured interview. The data was analyzed by percentage, mean, and standard deviation. The results showed that: The state of internal quality assurance implementation at technical colleges in Phayao province was found at the high level in all aspects. The mean scores in descending order were Planning, Operation as Planning, Monitoring and Evaluation, Implementing Evaluation Results for Improvement. That is, the colleges provided the number of projects and activities regarding raising awareness on loving the nation, worshiping the king, promoting democracy on constitutional monarchy system, maintaining religion/arts/culture.The colleges also setup the plan and projects on developing career skills, innovation and invention. Moreover, the colleges setup the plan and projects to allocate expenditures for training materials and equipment for teaching and learning. Theproblem in internal quality assurance implementation at technical colleges in Phayao province was reported at the moderate level in all aspects. The mean scores in descending order were Planning, Monitoring and Evaluation, Implementing Evaluation Results for Improvement, Operation as Planning. That is, the colleges setup the education management plan by drawing the participation from teachers and all involved sections in the college, students, community, entrepreneurs, and other related organization. The colleges also setup the plan on providing training about internal educational quality assurance in regard to information database. The guidelines developing internal quality assurance implementation for technical colleges in Phayao province were proposed. The colleges should cooperate with the community and entrepreneurs; setup the educational system in line with the educational standards with the focus on developing the quality of the students; raise awareness and orient the knowledge and understanding for the personnel that education quality assuranceis the part of the educational administration for the colleges; open the floor for parents, community, entrepreneurs to share discussion and suggest the guidelines for developing the quality of education management; incorporate the suggestions for improvement of the colleges and students so that the students attain the quality as needed by the parents, community, entrepreneurs and become valuable human resources for the country’s development.
