The success of law enforcement: a study of issuing licensing operation for food establishments in outstanding municipalities, Health Services District Area 5, Suphanburi Province

Abstract

This project aims to study law enforcement success; guidelines for networking of authorized agencies in the implementation of issuing licensing business operation for food establishments;  and being a role model for other municipalities in law enforcement. The study used in-depth interview with 5 health officials and those who were involved in law enforcement, in outstanding municipalities, Health Services District Area 5, in Suphanburi Province Results indicated that the success factors of issuing licensing for business operations and distribution of food, are having visionary municipal leaders, effective management, self-determination , organization and personnel with knowledge and understanding of the role and responsibilities , being altruistic, having unify efforts for their municipalities and leading to strong networking. Moreover, educating the public about the law by making it simple to understand, with open-minded for public opinions and leading to community driven law enforcement by the people themselves.

Recommendation is that law enforcement agencies should advocate for legal policy and enforcement from central administration to local administration. Stimulating each local administration to work toward in the same direction and subsequently re-assess the knowledge and dissemination of such programs to other municipalities in the province, in order to move all the municipalities in the country to Asean level healthy municipality
