Development process of legislation: a case study on updated group of laws by Legislation Revision and Development Section, Public Health Ministry, Thailand

Abstract

The project aims to study the development and amendment of the existing legislation. The study employed interviewing 6 legal experts in the improvement and development of the Legal Office of Public Health Ministry. The study found that the process of public health legislation or improvements following the Government Administration Act, May 2543 B.E., and amended by the Government Administration Act No. 5 of 2545 B.E., which has nine main phases and 37 sub- phases. Legal revision and development requires cooperation between the various agencies to work together. The important factor is to determine the need for improvements in legislation or law (Check list), priority and in accordance with government policy. The recommendation in this study is an application process to legalize the group, training seminars for personnel, and increasing awareness in reviewing legislation and amendments of the law with the speed and efficiency in revising and amending the laws.
