Participatory quality management in public sector by personnel at Department of Medical Sciences, Ministry of Public Health

Abstract

       This research aimed to study participatory quality management in the public sector by personnel at the Department of Medical Sciences, Ministry of Public Health. A total of 390 personnel from the Department of Medical Sciences were recruited as samples. Data were collected through a self-administered online questionnaire and analyzed for frequency distribution, percentage, mean, and standard deviation. Pearson’s correlation coefficient and stepwise multiple regression analysis were also included in the data analysis.

            The results indicated that most of the sample were female (77.7%), between 31-40 years old (33.8%), receiving a bachelor’s degree (54.1%), being civil servants (80.5%), and experiencing 1-5 years of service (37.3%). Moreover, the majority was not a member of the committee for quality management in the public sector (72.3%). The participatory quality management in the public sector was at a moderate level (gif.latex?X= 64.8, S.D. =16.15). Factors that affected participatory quality management in the public sector were duration of work; a committee of quality management in the public sector; attitudes toward quality management in the public sector; and motivation and maintenance factors. These factors had 56.1% co-predictability power for participatory quality management in the public sector (R2 = 0.561).

Recommendation for study as a guideline for improving and supporting the motivation activities in participatory quality management in the public sector, formulating policy and goals in quality management, and assigning personnel for quality management responsibilities, in order to provide opportunities for participating in quality management.
