The Political Process in the Mobilization of the Progressive Liquor Draft Policy in Thailand from 2020 to 2024

Abstract

This research article aims to examines (1) the formulation of the Progressive Liquor Draft Policy from 2020 to 2024; investigates (2) the characteristics of the players’ relationship influencing the formulation of the Progressive Liquor Draft Policy from both groups of supporters and opposers; and studies (3) the results of the struggle in the parliament and the approaches in the mobilization of the draft under study after the election of members of the House of Representatives in 2023. The technique of qualitative research was employed using documentary research and in-depth interview. Data were analyzed using the technique of content analysis.


Findings are as follows: The Excise Act, B.E. 2560 was enacted with the requirements that only business operators with a large production capacity could apply for the permission to produce and sell alcoholic beverages. This has led to the mobilization for the Excise Draft Act (issue . . .), B.E. ...., or the Progressive Liquor Draft Bill to the parliament. This bill will determine the regulations for income distribution to cover all small business operators and to prevent the monopoly of income for only one group of giant brewers. In the mobilization of the progressive liquor policy, there are support groups such as the Move Forward Party, and groups and networks of community liquor and craft beer business operators. The opposers include public agencies regarding public health. Certain political parties supported and some opposed. The progressive liquor policy is one of the policies that the Move Forward Party, at present the People’s Party, pushed forward to the House of Representatives and lost in the resolution on November 2, 2022. It was used in the political campaign one more time in the 2023 election. Then, the Progressive Liquor Draft Bill was proposed in the parliament one more time and was rejected. Two draft bills of Community Liquor Bill (the Pheu Thai Party) and United Thai Liquor Bill (the United Thai Nation Party) have been accepted by the parliament for consideration in future agenda.
