<b>บทบาทผู้นำสตรีในองค์การบริหารส่วนตำบล จังหวัดนครพนม</b><br> The Roles of Women Leaders in the Nakhon Phanom Province Subdistrict Administration Organizations

In this thesis, the researcher studies the roles,
factors supporting, problems and obstacles of women
leaders in subdistrict administration organization in
Nakhon Phanom province in respect to social,
economic, and political aspects. A mixedmethodology
is used; a qualitative research is set as
the basis and a quantitative research is set as the
supportive. All analyses and interpretations belong
to researchers. Finding are as follows, the women
leaders under study played social roles in conducting
activities in which communities were assisted in a
regular and continuous manner. In the economic
aspect, they were able to earn their own living and
to support their own families just as men do. In the
political aspect, they exercised their voting rights
and persuaded villages to vote regularly. Two supporting factors for the roles played by women
leaders were as follows: Personal factors were age,
education, economic status, and attitudes in which
the need for women to have a role in politics was
embraced. External factors were social conditions
in which there were positive attitudes toward
women. Under such conditions, women were more
accepted and women cooperated with one another
in establishing women’s organizations. Furthermore,
The Constitution of the Kingdom of Thailand B.E.
2550 (2007), Sections 97(2) and 114 emphasizes
equal rights and freedom for both genders. Problems
and obstacles confronting women leaders were the
law, attitudes, and male discrimination. Public
agencies and political parties did not provide
support.

การวจิ ยั ครั้งนี้ม่งุ ศกึ ษาบทบาท ปจั จยั ทเี่ กอื้ หนนุ
ปัญหาและอุปสรรค ของผู้น????ำสตรีในองค์การบริหาร
ส่วนต????ำบล จังหวัดนครพนม ด้านสังคม เศรษฐกิจ
และการเมือง ใช้ระเบียบวิธีวิจัยแบบผสม (mixed
methods) โดยใช้การวิจัยเชิงคุณภาพเป็นหลักและ
ใช้การวิจัยเชิงปริมาณสนับสนุน ซึ่งผู้วิจัยจะวิเคราะห์
และตีความในภาพรวมทั้งหมด ผลการวิจัยพบว่า
ผู้น????ำสตรีมีบทบาทด้านสังคม คือ ท????ำกิจกรรมต่างๆ
เพื่อช่วยเหลือชุมชนอย่างสม????่ำเสมอและต่อเนื่อง
ด้านเศรษฐกิจ คือ สามารถท????ำงานหาเงินเพื่อเลี้ยงดู
ตัวเองและครอบครัวได้เช่นเดียวกับบุรุษ และด้าน
การเมือง คือ ไปใช้สิทธิ์เลือกตั้งและชักชวนให้
ชาวบ้านไปใช้สิทธิ์เลือกตั้งอย่างสม????่ำเสมอ ปัจจัยที่
เกื้อหนุนมี 2 ปัจจัย คือ ปัจจัยส่วนตัว ได้แก่ อายุ
การศึกษา และฐานะทางเศรษฐกิจ เป็นต้น และ
ปัจจัยภายนอก ได้แก่ สภาพทางสังคมที่มีทัศนคติ
ต่อสตรีในแง่บวก การร่วมมือกันเป็นกลุ่มเป็นองค์กร
ของสตรี รวมทั้งรัฐธรรมนูญแห่งราชอาณาจักรไทย
พ.ศ. 2550 มาตรา 97 (2) และมาตรา 114 ปัญหา
และอุปสรรค คือ กฎหมาย ทัศนคติและการกีดกัน
จากเพศชาย รวมทั้งการขาดการสนับสนุนจาก
หน่วยงานภาครัฐและพรรคการเมือง
