Integrative Factors and Organizational Climate Affecting the Success of Government Agencies in ITA Assessment: A Qualitative Study of Exemplary Organizations

Abstract
This qualitative research article explores the key success factors of Thai government agencies that received the Integrity and Transparency Assessment (ITA) award in 2023. The study focuses on three critical elements—leadership, organizational climate, and practical governance-as influential drivers of transparency and ethical administration. Data were collected through in-depth interviews with executives and responsible officers from award-winning agencies at national, provincial, and local levels. Thematic analysis revealed that ethical and participatory leadership organizational behavior and commitment. A positive and integrity-driven organizational climate encouraged staff engagement, innovation, and compliance with public accountability standards. Moreover, agencies that embedded practical governance-such as clear operational indicators, transparent communication systems, and citizen engagement—demonstrated stronger ITA performance outcomes. The findings suggest that the synergy between internal culture and leadership practices directly influences the effectiveness of transparency implementation. This study gives practical advice for public sector reform and offers a conceptual framework to enhance good governance in Thai public administration.
