The needs assessment for developing artificial intelligence ethics awareness among elementary school teachers: A case study of Phra In School Group under Singburi Primary Educational Service Area Office

Abstract

The objectives of this research were to study the actual state, the expected state, and to analyze the priority needs for developing Artificial Intelligence (AI) ethics awareness among elementary school teachers. This study was conducted as a case study of the Phra In School Group under the Singburi Primary Educational Service Area Office. The sample consisted of 64 elementary school government teachers in the 2025 academic year. The research instrument used for data collection was a 5-level rating scale questionnaire. Statistics used for data analysis included frequency, percentage, mean, standard deviation, and the Modified Priority Needs Index (PNI modified). The research findings revealed that: 1) the overall actual state of the teachers' AI ethics awareness was at a high level (= 3.69, S.D. = 0.84), while the overall expected state was at the highest level (= 4.54, S.D. = 0.60). This disparity reflects that teachers still perceive a gap in their competencies amidst rapid technological advancements, leading to a strong desire for systematic development to ensure safe and confident implementation. 2) The needs assessment results showed that the component with the highest priority need for development was Reliability (PNI modified = 0.265) due to concerns regarding AI hallucinations or the generation of false information, necessitating skills to teach students how to verify sources. This was followed by Transparency (PNI modified = 0.249), hindered by the complex mechanism of AI which is difficult to explain. Other components included Fairness (PNI modified = 0.238), Human Oversight (PNI modified = 0.237), Accountability (PNI modified = 0.210), and Security and Safety (PNI modified = 0.199). Privacy (PNI modified = 0.198) ranked lowest, possibly due to increased awareness resulting from compliance with the Personal Data Protection Act.
