HUMAN RESOURCE DEVELOPMENT GUIDELINES FOR THAI THREE STAR-RATED HOTELS IN PREPARING FOR ASEAN ECONOMIC COMMUNITY

Abstract

This article presented towards ASEAN and ASEAN Economic Community-AEC, ASEAN Common Competency Standards for Tourism Professionals – ACCSTP which consists of three core competencies standards: 1) Core competencies, 2) General competencies and 3) Duties competencies, this article also composes with the role and situation of the hotel business as well as Thai labor situation at the present and a research result of Human Resource Development Guidelines in Hotel business for Three Star-Rated Hotels, which performed to find the guidelines to develop human resources in the execution of the work in the hotel business i.e. Front office department, Food and Beverage department and House-keeping department from the use of National Standard Concept: The General Standard of Accommodation- Service personnel that consists of 1) Personality Standard 2) Moral and Ethics Standard 3)General knowledge & Competency Standard and 4) Language and communication skills Standard including of investigating the attitude towards self-development of the three-star rated hotel operational staff for knowledge and skills of specific job positions. Conclusion of the article, the research result will be integrated with the context of ASEAN in order to consume the useful benefit for the near future because Thailand is stepping into the path of the ASEAN Economic Community and this will be caused the impact to formulate Human Resource Development Guidelines for Thai Three Star-Rated Hotels in necessity to meet the needs of the ASEAN labor market. Additional comments for determine the development guidelines had token under S.W.O.T analysis: Strengths, Weaknesses, Opportunities and Treats.
