A Model of Management of Veteran's Welfare of The War Veterans Organization of Thailand Under Royal Patronage of His Majesty The King in The Northern Region

Abstract
This research aimed to study (1) factors affecting the management of veteran’s welfare of the War Veterans Organization of Thailand under Royal Patronage of His Majesty the King in the Northern Region; (2) problems and obstacles in the management of veteran’s welfare of the War Veterans Organization of Thailand under Royal Patronage of His Majesty the King in the Northern Region; and (3) the appropriate model of management of veteran’s welfare of the War Veterans Organization of Thailand under Royal Patronage of His Majesty the King in the Northern Region. The data were collected by the mixed methods research technique. The samples were 398 war veterans who received the veteran’s welfare from the War Veterans Organization of Thailand under Royal Patronage of His Majesty the King and a group of 17 research informants who provided in-depth information including heads or representatives of veteran’s welfare offices and the service receivers of veteran’s welfare in the Northern Region. Research findings revealed that the Organization’s internal factors including executives’ vision, organizational policy, staff’s attitude, budget allocation, office attributes, staff manpower, operation system, work equipment and materials, staff’s knowledge and ability, and operation efficiency, and external factors including government policy, economic condition, political factors, and social factors. Those factors affected three aspects of provision of the veteran’s welfare in the Northern Region at the very high level. The problems and obstacles in managing welfare for veterans were the complicated and slow welfare service system. Suggested guidelines for problem solution included reduction of unnecessary work processes, application of the adjusted management approach in the private sector, and application of information technology system to improve the welfare management. The appropriate welfare management model was the one that operated by having the veterans simply show their personal ID cards to the officials in charge, who in turn, would file the record in the computer system. Doing so would allow the veterans to get access to all services available to them.
