The Politics of Thai Local Government Reform during the period of the National Council for Peace and Order: Case Study of Local Government Organization Amalgamation

Abstract

This research aims to study the proposal of local government amalgamation reforms during the period of the National Council for Peace and Order and also the role of all sectors in this proposal with quantitative research methodology including document research and interview officials related to local government reforms and then descriptive analyze was use to analysis data.


It was found that Thai local government reforms during the period of the National Council for Peace and Order proposed by the Committee on Local Government have repeatedly requested for local amalgamation reform. The reform method was to merge and promote capacity and tier of all subdistrict administration organizations nationwide. While sectors or players who play the role to support or against local government organization amalgamation show the existence of conflicts between bureaucratic state and local government organization. However, the proposal of both sides have not yet applied to local government organization in Thailand. As a result, the proposal of local amalgamation reform during the period of the National Council for Peace and Order become merely another political scene of decentralization for Thai local government organization.
