Investigating and Controlling Ethical Standards of the Thai Police

Abstract
การศึกษานี้เป็นการวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์เพื่อศึกษาการตรวจสอบและควบคุมมาตรฐานทางจริยธรรมของตำรวจไทย และเพื่อนำเสนอมาตรการในการตรวจสอบและควบคุมมาตรฐานทางจริยธรรมของตำรวจไทย ผู้ให้ข้อมูล จำนวนทั้งสิ้น 41 คน ประกอบด้วยตำรวจ 32 นาย และผู้ทรงคุณวุฒิในหน่วยงานที่เกี่ยวข้อง 9 ท่าน เครื่องมือวิจัยเป็นแบบสัมภาษณ์แบบกึ่งโครงสร้าง มีค่าความสอดคล้องของข้อความกับประเด็นที่ต้องการศึกษาเท่ากับ 1.00 การวิเคราะห์ข้อมูล ใช้การวิเคราะห์เนื้อหา ผลการศึกษา พบว่า ประเทศไทยมีการตรวจสอบและควบคุมมาตรฐานทางจริยธรรมของตำรวจ 2 รูปแบบ คือ (1) รูปแบบกิจการภายใน ตามสายการบังคับบัญชา และ (2) รูปแบบการควบคุมภายนอก ประกอบด้วย องค์กรอิสระ ฝ่ายตุลาการ รัฐสภา หน่วยงานรัฐ องค์กรเอกชน และสื่อมวลชน มาตรการในการตรวจสอบและควบคุมมาตรฐานทางจริยธรรมของตำรวจไทยที่ควรได้รับการปรับปรุง ได้แก่ มาตรการด้านกฎหมาย ควรปรับปรุงประมวลจริยธรรม โดยเพิ่มองค์ประกอบเรื่องบทลงโทษและกำหนดผู้รับผิดทั้งบุคคลและหน่วยงาน เมื่อละเมิด มาตรฐานทางจริยธรรม การรายงานความประพฤติตนและเพื่อนร่วมงานที่ ไม่ปฏิบัติตามประมวลจริยธรรม และการปกป้องผู้แจ้งเบาะแส มาตรการด้านการบริหาร การกำกับดูแลระบบควบคุมภายในโดยกระจายอำนาจไปยังสถานีตำรวจ มาตรการด้านการศึกษาอบรม เพิ่มการอบรมจริยธรรมตำรวจในหลักสูตรต่างๆ และมาตรการด้านสังคม การเปิดโอกาสให้ผู้ร้องเรียนเข้าถึงองค์กรรับเรื่องร้องเรียนตำรวจได้ง่ายลดขั้นตอนการดำเนินการ และเปิดโอกาสให้ประชาชนมีส่วนร่วมในการตรวจสอบตำรวจ
